Vinci Case Study

The VINCI Group turns over just under 40 billion and is a world leader in concessions and construction, employing over 185,000 people in 100 countries around the world. VINCI Construction UK is the largest British subsidiary leading the way in construction, civil engineering and facilities management, working in partnership with some of the UK’s best known companies they have a current turnover is in excess of £2 billion per annum, with over 9,000 employees.


VINCI Construction UK is well known for innovation, creativity and technological mastery when tackling the most complex of projects. Undertaking new build and refurbishment schemes as well as long-term contracts to operate and maintain assets and facilities, their clients include national government, local authorities, transport bodies, hospitals, universities, housing providers, retailers and commercial firms in every sector

VINCI Construction UK comprises four divisions:

  • Building, which offers a complete package of construction-related services ranging including design and build through to refurbishment and associated fit-out works.
  • Taylor Woodrow, civil engineering division specialising in complex infrastructure projects with particular expertise in rail, highways and energy.
  • VINCI Facilities, which provides comprehensive building and maintenance services to a wide variety of customers in the public and private sectors.
  • VINCI Technology Centre, a leading centre of excellence delivering cutting edge solutions that combines laboratory testing with expertise in sustainability and a thorough understanding of structure.

The Background

VINCI traditionally have contracted directly, via the hiring community, with a number of agencies to provide the contractors and agency workers they need, but as the complexity of the service provision increased, so did the potential issues:

  • Complex recruitment profile
  • Multiple independent hiring managers
  • Inconsistent processes
  • Variable performance and quality
  • Potential issues with contractor eligibility and compliance
  • Lack of coordination across companies and contracts
  • Lack of visibility and transparency
  • Limited centralised control of costs
  • Group leverage not being maximised

The Solution

Datum RPO proposed a completely different approach, demonstrating that a Vendor Neutral solution would deliver the structure, impartiality, transparency and scalability needed to provide the flexibility and meet the demands that VINCI and their clients required.

Datum worked with VINCI to fully understand and integrate their current and future supply requirements and then worked with existing providers, whilst appointing any required new providers. All panel providers are rigorously screened and audited and are all signed up to a standardised set of contractual terms, service levels and key performance indicators. In addition, Datum also implemented their On-Line Management Portal to provide vital management information, enforced compliance management, single invoicing and to also automate many of the time consuming and repetitive administrative tasks.

Since contract award Datum have become fully integrated into the VINCI operations, and are now providing the full end-to-end management of all contract labour requirements.

Datum have delivered a fully managed solution which provides a robust supplier network capable of providing 100% of VINCI’s requirements throughout the UK, that can grow as VINCI’s requirements develop, whilst at the same time providing the assured compliance, management information and auditability to ensure that VINCI can focus on the activities that really matter to their business.

The Result

Within three months of activation Datum had fully implemented the solution as proposed. Engaging with all suppliers and standardising their contractual and commercial terms, implementing a technology system to ensure robust total visibility and control was delivered back into the hands of the business users whilst providing full systems and process support to the hiring community through a programme of webinars, telephone support and one-to- one on-site meetings.

Datum were also quick to address client concerns over quality and compliance within their existing supply chain and conducted comprehensive on-site audits of all incumbent workers. These audits uncovered numerous compliance and process deficiencies within VCUK’s existing supply chain which were all addressed by the introduction of robust action plans and follow-up meetings to ensure standards were raised and compliance was achieved, thereby eliminating all risk to VINCI Construction UK.

The result was a robust contingent labour hiring process that was transparent, compliant, rationalised and fully managed with the necessary detail a company with VCUK’s profile required. This allowed VINCI to continue their work on some of the most complex and scrutinised projects in the UK with complete assurance that contingent would never adversely affect any of their works.

The Future

After the success of the initial 3 year contract, the partnership was renewed in November 2018 for a further 3 years. Since renewal Datum has become even more immersed with in VCUK’s business, conducting a full agency PSL review, managing the PQQ and ITT process. We are now exploring additional areas of support looking at the VCUK’s wider PSL and their relationships with the temporary workforce market.
