Over the past five years, around 48,000 ‘mini umbrella’ companies have been created in a bid to reduce recruitment agencies’ tax and national insurance liabilities. In recent years there have been several scandals involving large employers, umbrella companies and temporary workers. In a recent case, more than 40,000 people from the Philippines have been recruited to front British companies as part of schemes costing the UK "hundreds of millions of pounds" in lost taxes.
